Add blog.test.replicant.us config for the first letsencrypt cert.
Without it we end up in a chicken and egg issue if we don't want to
stop apache2: the regular blog.test.replicant.us configuration needs
certificates to work, and to get a certificate we need a working
website at blog.test.replicant.us.
