JNI: NewDirectByteBuffer should allow 0 length buffers.
This makes the implementation symmetric with direct
buffers allocated from java.
- GetDirectBufferAddress returns the address of the buffer
passed in to NewDirectByteBuffer (and not NULL).
- GetDirectBufferCapaticy returns 0.
