system_suspend: start earlyHEADlineage-17.1
With aosp/952637, FDE devices will restart services that were
started after the tmpfs /data was mounted.
vold grabs a wake lock before triggering framework restart. Restarting
system_suspend in these circumstances results in a wake lock leak.
Prevent system_suspend from restarting by moving it to early_hal class.
