Email split, part trois: AccountService
* Create AccountService.aidl and AccountServiceProxy in emailcommon
* Implement AccountService in email
* Use AccountServiceProxy in Exchange for account reconciliation,
notifications, etc.
* Move sync window constants into emailcommon
* Split attachment provider utilities and constants into emailcommon
