[WIFI][VTS]: Check for the Logger capability Support
Check for WiFi Logger capability Support and do not
assert if it returns ERROR_NOT_SUPPORTED.
Bug: 69094019
Test: VTS tests for module VtsHalWifiV1_0TargetTest.
