Remove hardcoded ICU include paths.
ICU exports them using LOCAL_EXPORT_C_INCLUDE_DIRS.
Note that this makefile doesn't building anything
(it's used to test a mk file parser) but it's probably best to
remove all hardcoded references to these paths.
