Update bazel to 0.4.5 and protobuf to 3.2.0 (same as gRPC). (#144)
* Update bazel to 0.4.5 and protobuf to 3.2.0 (same as gRPC).
* Update proto repository to head. Remove warnings from bazelrc caused by the proto.
* Split the errorprone warnings into a separate block to keep track of them and add comment about the warnings disabled in travis.
