Update Stats implementation to use Stats state (#789)
* Add CurrentStatsState
* Use stats state for register, record and getView
* Throw IllegalStateException when setState is called after getState
* Register views and return empty ViewData when Stats is disabled
* Disable stats library will clear recorded stats
* Re-enable StatsCollectionState will reset MutableViewData. Update CurrentStatsState.
* Small updates
