From Marc Milgram: all packets in DBS Etherwatch and VMS TCPIPTRACE
captures are IP packets, so make the file encapsulation
WTAP_ENCAP_RAW_IP rather than WTAP_ENCAP_PER_PACKET, so you can save
those captures in other formats.
