As the QE firmware struct is shared with Fman, move the header file
out of drivers/qe/.

Muram will power off during deepsleep, and the microcode of qe
in muram will be lost, it should be reload when resume.

Modify code to adapt to both u-qe and qe.
U_QE is a kind of cutted QE.
the differences between U_QE and QE
1. UCC: U_QE supports 2 UCCs while QE supports up to 8 UCCs.
2. IMMR: have different immr base addr.
3. iopin: U_QE doesn't need to config iopin.

For the silicon which doesn't have ROM support in QE, it always needs to load
a pre-built ucode binary to IRAM so that QE can work.

This commit gets rid of a huge amount of silly white-space issues.
Especially, all sequences of SPACEs followed by TAB characters get
removed (unless they appear in print statements).
Also remove all embedded "vim:" and "vi:" statements which hide
indentation problems.

Define the layout of a binary blob that contains a QE firmware and instructions
on how to upload it. Add function qe_upload_firmware() to parse the blob and
perform the actual upload. Add command-line command "qe fw" to take a firmware
blob in memory and upload it. Update ft_cpu_setup() on 85xx to create the
'firmware' device tree node if U-Boot has uploaded a firmware. Fully define
'struct rsp' in immap_qe.h to include the actual RISC Special Registers.
