Add 11-nlnet-eu-grant-825310-replicant-update tag I applied for funding the port of Replicant to Android 9 through NLnet[1]. The number "825310" in the tag corresponds to the European Union grant that NLnet managed though subgrants for projects like this one. The tag starts with 11- in order to make the is_replicant11() function work. This is better than having to maintain the ability to detect an nlnet-eu-grant-825310-replicant-update tag forever in that function. All the tasks of that project weren't done (work on external WiFi didn't happen for instance) and some were replaced by other (for instance the task of cleaning up the modem kernel drivers was replaced by work that cleaned up libsamsung-ipc because it was way more needed). However since that funding has now ended, we need a stable identifier reguardless of the usability status (even if it boots fine, the modem isn't fully integrated in Android yet and sound is missing during calls for instance) to be able to refer to the produced source code in the future.
