It's only used for rarely-used deprecated GL features
(feedback/rasterpos), so we can skip the memory allocation and
initialization for it most of the time.

Saves about 659k (out of 1605k) of maximum memory size according to massif
on simulated vc4 glsl-algebraic-add-add-1

Compute needs a new and different validation path.

Changes from v2:
 - make use of unreachable() instead of assert() when the pipeline is
   invalid
 - move the st_pipeline enumeration to st_context.h instead of st_api.h

I'm not sure what to do with the CSO stuff yet.

Moved draw_arrays() to st_draw_feedback.c and removed draw_arrays_instanced().
draw_arrays() was used by nobody else. Now there's just one "draw" entrypoint
into the draw module.
