Tidy ELF builder.

Don't do "if (ptr)". Use const. Use DISALLOW_COPY_AND_ASSIGN. Avoid public
member variables.
Move ValueObject to base and use in ELF builder.
Tidy VectorOutputStream to not use non-const reference arguments.
