If flush command is issued from client when component is returning
hardware overload error,flush operation is getting blocked since
codec config semaphore count is not decremented when hardware overload
error happens.

Fix is added to decrement semaphore count for this case.

- Hard-code color format to NV21 if opaque color format selected.
- Set SwVenc with NV12 or NV21 color format if video port format's
  color format is not opaque.
- Return error if first ETB's color format is not NV21.
- Fix debug log format specifier.
