remove GPL header

hardware/intel/psb_headers/psb_ttm_placement_user.h,
psb_ttm_fence_user.h are with GPL header, and they are
included in psb-video driver which is non-GPL. The
two header files license needs to remove GPL header.

Projects should not refer to header files in other projects directly
(since projects can be moved around). Instead... headers should be
published into the out/ directory and found there when needed.
