Split layoutlib-api project in base and idea.

Switch from having the same dependency tree for layoutlib-api in both
idea and base project to having different ones by having two iml files,
just like sdk-common project. Change the intellij-annotations dependency
in idea project to be the module and in base to be from the prebuilts.
