VtsTrebleSysProp: add "init.svc.odm." and "init.svc.vendor." to _VENDOR_OR_ODM_NAMESPACES

The "init.svc.xxx" is set and assigned by init process, and will be read by vendor process.

Test: run vts -m VtsTrebleSysProp -t VtsTrebleSysProp#testVendorPropertyNamespace

Prevent conflicts in property types between system and vendor

From R-launching devices, system property types define by platform should
not start with "vendor_" or "odm_". Likewise, system property types
defined by vendor or odm should start with "vendor_" or "odm_".
