Move some shared lib to static lib dependencies.

Check existence of HIDL shim library

A VTS test module of specific bitness is skipped if the
corresponding HIDL shim library does not exist on device.
VtsTrebleHidlShim test ensures that for all HALs listed in
vendor/manifest.xml, at least one HIDL shim (32 or 64 bit) exists
on device.
