Support ReenableGsi when IsGsiRunning is true

This is required by the AoT Compliance test. The current design
provides the capability to re-enable gsi but with an implicit
limitation that this method can not be called in the running state.
It makes our test engineers need to reboot device twice in order to
pin the device in AoT mode, e.g. go back to the original system and
gsi_tool enable without the -s option. This CL can decrease the
setup time by removing this limitation.

Test: "gsi_tool enable" when gsi_tool status shows running

Fix getGsiBootStatus according to framework's usage

After install AoT and boot twice. The device will be in a
installed/disabled state. In this state, if the user uses the
notification bar to [RESTART] AoT. The getGsiBootStatus will return a
"Disabled" state because AoT is not running then the device will be
trapped in AoT mode until the user uses gsi_tool to disable it
explicitly.

Test: gsi_tool install & reboot twice & re-enable from notification bar

When a userdata size is not specified on the command line, the default
size is not used when performing the free space sanity check.
