When using a printer that previously advertised IPPS but now advertises only
IPP, block the print and confirm with the user that this is what they want.
This normally would only happen if the printer was reconfigured for IPP only,
or during a MITM attack. The user may accept or reject the change, automatically
resuming or cancelling the print.

With this change in place there is no need to show the user a special icon
for encrypted printers so it is removed.

Test: Print to ipps printer, then disable ipps on printer and print again.
