Cell broadcast service permission fix

1. Manifest.permission.RECEIVE_EMERGENCY_BROADCAST is no longer
   required to query cell broadcast provider. Instead,
   android.permission.READ_CELL_BROADCASTS is used for querying
   the provider.
2. Removed permissions and app ops requirement for the receiver
   of ACTION_SMS_EMERGENCY_CB_RECEIVED because it is explicit
   intent, which can be only sent to the designated targets.

Gate the provider with this permission. The old permission
TELEPHONY_DEFAULTS is being removed. This permission should only be able
to be obtained by apps which share our cert (network-stack).

instead of hardcoding UID, use android.permission.GRANT_RUNTIME_PERMISSIONS_TO_TELEPHONY_DEFAULTS
which is defined for telephony system component only (also includes
cellbroadcastservice).
