Workaround for deapexer source selection issue in b/192006406.

This relands http://ag/15107825 after http://ag/15175111, which avoids
the Soong errors when neither internal nor AOSP prebuilt APEX is
present.

The AOSP prebuilt APEX need to remain enabled to provide dex jars to prebuilt SDKs in branches where the internal APEX in vendor/unbundled_google/modules/ArtGooglePrebuilt/ isn't available.

Remove exported_java_libs from com.android.art prebuilt_apex

The exported_java_libs property is no longer needed as it duplicates
information that is already available through the
exported_bootclasspath_fragments property.
