Namespace ril service and properties with "vendor."

To prevent property name collisions between properties of system and
vendor, 'vendor.' prefix must be added to a vendor HAL service name and
vendor-specific properties.
You can see the details in http://go/treble-sysprop-compatibility.

These are applied only if PRODUCT_COMPATIBLE_PROPERTY is true.

Fix rild running in Nakasi.

The module rild is telephony specific, since Nakasi has no radio
it shouldn't run rild. Make the rild module optional and add a
cleanstep.
