Remove CBC_Writer::Set{Background,Barcode}Color().

These are only called from the same-named methods in CBC_CodeBase,
which are themselves not called. Replace the members formerly set
with static constants.

Make CBC_Writer::SetWideNarrowRatio() virtual instead. Do the same for
SetStartChar(), SetEndChar(), and SetErrorCorrectionLevel().

Move xfa/fxbarcode fxbarcode/

Nothing in fxbarcode/ depends on XFA code. This CL moves xfa/fxbarcode
to be fxbarcode/ and creates a static_library for fxbarcode which is
depend on by the xfa library.
