Revert "Remove dialer sounds and vibrations settings fragments and redirect to the system sound settings fragment instead."
We add additional settings to this fragment, so the stated reasons for removing it don't apply to us. This reverts commit c378fb17f0ae994b950273e0f91b5692ad7638cf. Change-Id: I0a8bd3135c43627d4355cc5c01c1144a03518144
