Vibra: compile and stage vibrator.default to all 'mini' targets
Following the new vibrator module design, the legacy vibrator is
absent from 'mini' targets. This patch stages the default
implementation of the new vibrator module to these targets.
This change is related to other changes in:
- hardware/libhardware
- hardware/libhardware_legacy
- frameworks/base
- device/generic/goldfish
- platform/build
